The European Union and Mexico have finalized negotiations on their Modernized Global Agreement, expected to be officially signed in February 2026, according to Deputy Foreign Minister María Teresa Mercado.

The new framework seeks to strengthen economic and political ties between both partners, encouraging greater investment flows and trade growth, with the EU remaining Mexico’s second-largest trading bloc.

Over the past 25 years, trade in goods and services between Mexico and the European Union has grown by roughly 300%, averaging about 10% annually. The EU is now Mexico’s second-largest trading partner and foreign investor, with more than $202 billion in accumulated investment and around 20,000 European companies operating in the country.

Rogelio Granguillhome, Mexico’s ambassador to Belgium, emphasized that the deal represents more than just a technical update. He described it as a comprehensive instrument integrating trade, cooperation, and political dialogue with a long-term vision.

Mexican exports to Europe are expected to rise between 10% and 15% over the next four years, particularly in the agricultural and manufacturing sectors. In 2024, bilateral trade surpassed €82 billion.

The agreement will liberalize most agricultural and fishery trade: 86% of products will become tariff-free upon implementation, and another 10% will follow gradually over seven years. Twenty Mexican products—such as Papantla vanilla, Morelos rice, and Ataulfo mango—will receive geographic indication protection in the European market.

Advanced manufacturing industries including automotive, pharmaceuticals, medical devices, and electronics will benefit from simplified customs procedures and more flexible rules of origin amid a global wave of industrial relocation.

In services, particularly business and digital sectors, new opportunities are expected through dedicated chapters on e-commerce and small and medium enterprises.
