Deadline Extended for NOM-051 Implementation: Third Phase to Begin in 2026

Mexico City, July 31, 2025 — Today, the Ministry of Economy published in the Official Gazette of the Federation (DOF) an agreement extending the deadline for the second phase and updating the start date for the third phase established in the second transitory article of the amendment to the Mexican Official Standard NOM-051-SCFI/SSA1-2010.

This standard, which outlines the general labeling specifications for pre-packaged non-alcoholic foods and beverages — both in terms of commercial and health information — was amended on March 27, 2020, as part of regulatory efforts to provide consumers with clearer and more transparent product information.

With this update, the third phase of NOM-051 implementation will come into effect on January 1, 2026, giving companies additional time to adjust their production and labeling processes to meet the established requirements.

The measure marks a key adjustment in the regulatory timeline for front-of-package warning labeling and reflects both the needs of the manufacturing sector and the ongoing public health policies aimed at combating diseases related to excessive consumption of sugars, sodium, and fats.
