Freight Carriers Warn of Higher Costs Under Proposed Tax Changes

Mexican freight companies say a proposed tax change for 2027 could increase operating costs and eventually affect transportation rates for goods.

The proposal would lower the annual revenue threshold for accessing a toll-related tax incentive from MXN 300 million to MXN 250 million. Under the current framework, eligible carriers can credit up to 50% of toll expenses against income tax.

Industry representatives say the change would come on top of existing pressures from diesel, insurance, and highway toll costs.

According to estimates cited by the sector, freight transportation can account for roughly 10% to 25% of the selling cost of some products, meaning higher logistics expenses could be passed through parts of the supply chain.

The measure is still under legislative review as part of Mexico’s proposed 2027 Revenue Law, and its final terms could change before approval.
