Mexico and Canada are approaching the upcoming USMCA review with different priorities, according to an analysis by the Mexican Institute for Competitiveness.
Mexico is expected to focus on automotive rules of origin, Chinese investment, economic security, and the connection between migration and trade. Its highly integrated manufacturing sector gives it negotiating leverage, although its reliance on the U.S. export market remains a significant constraint.
Canada’s priorities include tariffs on steel, aluminum, and lumber, as well as dairy policy, agricultural protections, and critical mineral supply chains. Its energy and mineral resources strengthen its position, while protected industries and domestic divisions may leave it with less room to compromise.
