Starting October 1, 2026, companies and individuals exporting avocados from Mexico will be required to hold a Labor Certificate for Agricultural Exports, or CLA, under a new system administered by Mexico’s Labor Ministry.
The certificate verifies compliance with labor and social security requirements across the export supply chain. Applications are handled through the government’s VELAGRO platform.
During the initial phase, only exporters must apply for the certificate. Growers, harvesting companies, packers, and other suppliers do not need their own CLA, but they must remain compliant with applicable labor and social security obligations.
Avocados are the first agricultural product covered under the phased pilot program. Certificates issued during the first stage will be valid from October 1 through November 7, 2026.
Later stages will require exporters to provide additional information about growers, orchards, and other participants in their supply chains before the system transitions to its permanent framework.
