Mexico Strengthens Fight Against Illegal Goods Through ANAM–IMPI Agreement


Mexico’s customs authority (ANAM) and the Mexican Institute of Industrial Property (IMPI) have formalized a cooperation agreement aimed at curbing the flow of counterfeit and illegal goods across the country’s borders.

Published in the Official Gazette, the agreement focuses on strengthening inspections at borders, ports, and strategic checkpoints to prevent the movement of products that infringe intellectual property rights.

Illegal goods remain a significant issue in Mexico. In 2025 alone, their consumption was valued at over 63 billion pesos, affecting jobs and multiple industries.

Key measures include enhanced information sharing, improved detection systems, and the creation of a joint task force to oversee implementation and recommend operational improvements.

The agreement also introduces technical observers at customs points and specialized training programs for customs personnel to better identify non-compliant goods.

Additionally, rights holders and business organizations may participate in enforcement processes, including the disposal of infringing goods.

Overall, the initiative aims to strengthen intellectual property protection, support fair trade practices, and improve certainty for investment and economic activity.
