CBP Plans Tighter USMCA Origin Verifications for Mexican Exports

Mexican companies exporting to the United States under USMCA preferences may need stronger documentation and supply-chain traceability as U.S. Customs and Border Protection prepares to expand origin verification capabilities.

CBP said technological improvements could eventually allow authorities to request supporting records shortly after an import takes place and, in some cases, even before goods reach the border. No specific implementation date has been announced.

About 90% of U.S. imports from Mexico currently claim preferential treatment under the USMCA, according to CBP, increasing the agency’s focus on confirming that those claims comply with the agreement’s rules of origin.

The agency advised manufacturers to maintain complete records covering the origin of production inputs, manufacturing processes, and supplier networks, including information that can trace materials further upstream in the supply chain.

Mexico is also accelerating the digitalization of its customs operations. The National Customs Agency is working with CBP to align inspection criteria and technology while developing a platform that will connect information on customs brokers, goods, countries of origin, and companies involved in individual transactions.

For exporters, the shift increases the importance of maintaining verifiable records and traceability systems that can quickly support USMCA origin claims when requested by customs authorities.
